If I were looking to address accessibility in a nascent web project, and wanted to talk to someone who had already done such a thing, what past/current projects might I contact?

You might also check out sites that have been nominated for accessibility awards. Perhaps the one most helpful here would be the UK's Jodi Awards ( http://www.jodiawards.org.uk/ ), given to "library, archive, museum, gallery, heritage and disability organisations. They are for best use of digital technology in the service of access for disabled people to information, collections and learning." They award them internationally, too, not just for UK sites.
