If someone does an edition of a text marked up in TEI, what's the best way to handle the editor's introduction? Does it go somewhere in TEI, a separate TEI document, or elsewhere. (Some of it would also go in encodingDesc, I imagine, but I'm unsure about the rest of it).

It depends a little bit on what your goals for the document are, but if you're self-consciously producing a new electronic edition of the text, there's no reason the editor's foreword can't go in <front>.
Agree with Hugh. Put it inside its own <div> in <front>, and give the <div> a type attribute that suits your purposes (since the TEI Guidelines don't offer one specific to this purpose -- I just looked).
