I am looking for simple software that will help me generate archives pages and an RSS feed and that's it. I want individual "entries" to be completely hand coded. Preferably PHP (i.e. deployable anywhere) and text files only.
Can probably write this myself but I wanted to check if something was out there first.
I haven't used it, but perhaps Textpattern?
Would it work to use WordPress with a minimal base theme, and not use the visual editor so you can type HTML in directly?
Not sure what "archives" pages are so this might be no help at all...but here's a page that gives code for building a PHP-based RSS feed creator that pulls content from a MYSQL database. Guess you'd have to embed your 'archive pages' content in a MySQL database.

If you want to run something from your desktop...and if that desktop is a Mac, you can use Sandvox. It lets you create & publish a website to a server and comes with the ability to generate RSS feeds from pages (or groups of pages). I use this package all the time to create quick websites of an ephemeral nature like this one and this one.

There are a few flat-file CMSes you can demo on OpenSourceCMS.
I don't have any real experience with them, but it looks like GetSimple and CuteNews might do some of what you need. One issue is that many of the super-simple CMSes hope to appeal to those with little technical knowledge and often are WYSIWYG only. Like you, I'd be tempted to put something together in Rails or a similar framework to do this.

Wordpress does weird things with formatting, even when I use the HTML field. I know there's a way to just include a file with the HTML, but it just seems like WAY overkill for what I want to do. Also, our tech people still don't officially "approve" of wordpress (not that another solution would necessarily be any more secure....). sigh.
